I can access my web-server as local host, but not over the internet. Does anyone know how to fix?

You need to register a Domain name and to install a DNS server that 
will overcome the problem of automatically assigned IP addresses.

I couldnt get the above link on 1 line - copy it to the address box.
If you running win9x (winMe), try disabling internet sharing.
