Is there a way to store more than 20 cookies? document.cookies seems to only handle 20 cookies.

No, there is no way to store more than 20 cookies per server/domain, 
because the document.cookie property is completely controlled by the 
browser internally.
Most (if not all) browsers implement their cookie mechanism according 
to RFC 2965 (i.e. 20 cookies per server/domain, 4 KBytes per cookie, 
ring buffer (21st cookie kicks 1st Cookie), and so on).
