Is it possible to have file I/O using client side JavaScript without the use of ActiveX?

No, it is not. Javascript was not designed for file handling, it was 
only to be used to enhance a web page, to add functionality and get 
around the styling limitations of HTML. Even using ActiveX is outside 
Javascript's original purview. Besides, how about considering the 
security implications of such an activity.
