how can we read a file on the client from the temporary internet file folder?

You don't.
You can not read a person's history, open files on the client side etc. 
It is however possible to display the contents of a certain drive of 
the client computer. So there should definitely be a way to post this 
data to your server. I will try that one day: that will be difficult I 
guess... (Well... what's "difficult"? Everyone has his own speciality ;-
)
