I'm trying to get Bobby Approval for my page, but it has scrollbars. Can I still get approved?

If by "bobby approval" you're talking about the accessibility checker, I
don't see anything about scrollbars in its conditions...?
I've found Bobby to be too inflexible in the way it presents the
guidelines to you anyway.  It's supposed to be based on the WAI
guidelines from the W3C - but while those guidelines allow for some
leeway based on the context, Bobby doesn't mention this kind of
fuzziness to the rules (for instance, multiple recurrences of the same
link phrase for different link URLs are allowed by the WAI guidelines,
if the context makes it clear that they link to different destination
pages - Bobby fails pages for this without mentioning the contextual
'get out').
If I was you, I'd read the WAI guidelines and decide if you think you
qualify for A/AA/AAA level for yourself (or ask someone else to check
your site against them for you).  Bobby is a fairly poor approximation
of what in the end has to be decided by human judgement...
