my <div> tag is interfering w/using cursor in a form within z-layers below it?

I cannot answer your question fully but I can tell you, <DIV> is very 
nasty around some form fields.
Eg. If you implement a popdown menu using DHTML and <div>, your popdown 
menu better not "pop-down" to a nearby textbox. The menu will show 
hidden *under* the textbox.
