How can I display text over an image?

You can do, using a DIV:
<div style="position:absolute; left:20; top:400" >
  <img src="images/provalogo.jpg" width="100" height="40" >
</div>
<div style="position:absolute; left:30; top:400" >
    <font color="yellow"> Hello </font> 
</div>
where the first div is the layer with your image, and the second is the 
layer with your text.
