How do I keep the SAME image from repeatedly downloading into a page where it appears in many places

Version 4 and up of the IE and NN browsers are "smart enough" to 
locally cache the image file when it appears in the first <IMG> tag 
that references it. All other tags referencing this same image file 
will get it locally so there is no need for more downloads from the 
server. I believe that this may not be the case for earlier versions of 
these browsers.
