Can i open my Home page without Tool bars and Menu bar

Yes, there is a possibility. Whenever a user opens up your homepage, 
have a second browser-window open up (window.open()). In the options 
for the new wondow to be opened, simply set the options for toolbar and 
menubar to "no". The URL for the new window should be the second page 
of your homepage.
