Q: Can i use stored procedures, foreign keys and triggers.

No you can't, these are features that are not implemented or only
syntax implemented in version 4.0.
This is a good thing for the most part, especially stored procedures,
these are the least compatible things between databases, i.e. oracle,
mssql, interbase all handle them very differently.
triggers are (for me at least) bad for the most part too as they hide
the logic and can be difficult to trace when they go wrong. An
application's middle tier is better suited to this type of logic
