I'm new to CGI, what does CGI mean? It's not Perl right?

First off, CGI does not mean Perl but Perl can run as CGI.  In summary,
CGI is defined as:
  The Common Gateway Interface is a standard for interfacing external
  applications with information servers, such as HTTP or Web servers.
