Can I turn a 404 .jpeg request into a pop-up or cause a new browser to open?

Create a .htaccess file in the root directory under which you wanted to
redirect to .jpg.
like the below 
ErrorDocument 404 /xy.jpg
In that directory it did not find the specified file then it will show
the xy.jpg.
