How do I add a Tool tips to a combo box or list item using simple html or javascript

Use a combination of events and layers. It is a complicated piece of
coding but once a template is established you could probably use it on
just about anything. 
On the combobox, try adding the onMouseover event that activates a layer
visibility that contains the tool tip. The onMouseOut event turns the
visibility off. Set the clip to a small area and make sure the top-left
corner of the layer is positioned properly. 
There are too many variables here for me to do this, in a short time,
but even with little knowledge the coding should be easy enough.
