If when you say "EXE file" you literally mean "Windows Programs" then the answer is "You can't unless you use ActiveX, which is a horrible plan for numerous reasons". Similar things that do that sort of thing include Java Applets and Macromedia Flash. You should be able to find information on those easily with google if you're interested.
