This may be a stupid question, but why choose PHP over an Access database?

Assume your webserver is running on Apache on Linux, where you can not
run Access MDB.
You can have your ACcess on an IIS web server on NT/2000. Have a PHP
over IIS to act as a bridge/proxy to communicate data to and fro from
the Linux server.
Perhaps the documentation and help of ADODB API for PHP (database
wrapper utility) at http://php.weblogs.com/ would explain this in
really cool and convincing way.
