permission denied when executing script from apache server for file open

Dave, prema desai,

1. The server is in safe mode and you are not the owner of the file, you want to access.
2. Permission is not correcty set: chmod 777 file.ext
3. Openbasedir is active on the server: you have to reffer to the file like ./file.ext
