Why am I seeing strange characters all over a text in some web pages (IE6)?

Two possible reasons:
1. The page isn't coded correctly or not optimized for IE.
2. On some foreign language sites, e.g. chinese, russian, all languages
using characters diffrent from ours you need to install the
corresponding language pack to display them properly.
