How do I point resolv.conf to the locally running dnscache AND rbldns?

Normally, you point resolv.conf at your local dnscache.  Your local 
dnscache could be running on the local machine or elsewhere, just make 
sure you use the appropriate IP address for it.
You would never point resolv.conf to rbldns, instead, dnscache uses 
rbldns exactly as it would use tinydns.  You can either create a 
servers directory delegation to rbldns or set things up so it can be 
found through normal chains of delegation from the DNS root.
So, in answer, point resolv.conf to dnscache which points to rbldns 
and dnscache.
