How can I make Dropdown Menu in Javascript visible over another frame?

This is of course not possible using frames!
However you can use absolutely positioned divs insted of frames, you can
enable/disable scrollbars for all of these divs, thus it is possible to
achieve all optical effects normaly related to frames. 
In fact you should prefere this method, since frames belong not to the
strict XHTML standard.
On the other hand, this method avoids all the disadvantages of frames.
