how do i make a link open a template and insert content into it from the peramaters set by the link?

To get variables from the link, just use the variable name. For 
instance:
http://somewhere.com/fetch_template.php?template=default2&header=HELLO!
&body=BODY&footer=FOOTER!
Each of these can be accessed using the name of the varialbe, for 
instance:
$template
$header
$body
$footer
==
use fetch()
http://americanahost.com
http://www.qwesz.com
