How do I figure shipping by quantity rather than by order total?

As of 3/31/2000, you'll have to write your own function, perhaps 
calling it ShippingByQuantity.  Look at the ShippingByTotal function 
and use it as a model.  Then, dig around in SET_SHIPPING and 
SET_SHIPPING_ALL action modules and replace calls to the old function 
with your own.
