Apache 2.0, PHP 4.3, Win2000; When trying to run php script, I get a download popup. ????

There are two possibilities.
When your browser connects to a url, its uses the header information to
determine what to do with it.
The most important header being the Content-type
for example, for a .html or .htm file the content type is text/html
If the content type is unknown to the browser the browser will generally
attempt to download it.
Alternatively the script may not be even be sent to php by apache, you
will be able to tell this by the fact the downloaded file contains all
your precious source code.
This means you may be missing the following line (or similar) from your
httpd.conf (or httpd.d/ config directory)
AddType application/x-httpd-php .php
