mySQL Service fails to start on .NetServer

It appears that .Net2003 Server has started to keep .ini files 
associated with the user. Therefore the my.ini file created to control 
the server is created under the users profile tree, and not in the %
SYSTEMROOT%.
C:\Documents and Settings\Administrator\WINDOWS\my.ini
Copy this file to C:\WINDOWS\my.ini and the server will start quite 
happily.
Until the mySQL service can read the my.ini in C:\WINDOWS, starting 
the mySQL service will result in a System event error 7034 - Service 
Control Manager 'The MySql service terminated unexpectedly'
