Why don't 56k modems connect at 56k and why do they only transer at 4.5kbs?

The confusion lies in kilo bits vs kilo bytes and the stupid 
abbreviations.
8 bits = 1 byte
56 kbps = 56 kilo bits per second = 7 kilo bytes per second
So in theory, your modem can tranfer only up to 7 kilo bytes per second 
but due to more technical reasons this falls to up to 5 KB per second
