Is there a way, using php, to clear a simple *.dat database at a certain time every week/month?

Using HTTP you have to have a window open on a computer that is on all 
the time.  Otherwise, if your server allows php to run from the command 
line you can run a chron such as this:
php /whereitis/cleardatfiles.php
