Why can't IE6 in WinXP open any .PHP file? (by File->Open)

Because PHP is a server-side script, which means that you will need a
server (Apache or IIS) to run it. Internet Explorer can only run
client-side scripts without a server present. Client-side scripts are
HTML or Javascript to name two.
