Is It possible to make text flash using PHP or any other language that can be embedded into HTML?

You can use the <blink> element of HTML. This is completely discouraged
becasue it is an IE only element. It is also deprecated and frowned upon
by the W3C. You can get the same effect using Javascript or CSS, but it
is still not advised, because of Accessibility recommendations.
