There are few ways you can do that.
1. If you wish to do this only for a specific page, you can include
the following line in the html page
<meta http-equiv='Content-Type' content='text/html; charset=utf-8' />
2. If you wish to change the encoding of all the pages on all the
sites, just edit the following line in you php.ini file
default_charset = "utf-8"
Or if you can not change the php.ini, you can use this function
ini_set('default_charset', 'utf-8');
