Should these items be here or back in PROGRAMMING?

As I'm the one who move it, I will explain my choices.
First, as a small introduction, I'm the conformance manager of W3C -

HTML and W3C technologies are not programming languages but descriptive
format languages. They do not have at all the same goals.
I have created a section which is Web and I will give more help and
answers to the section and try to make it more "organized" in the sense
of sorting out the questions, if you wish.
This web site is a wonderful resource... but I think something that
would be good in a general sense, is that when something is moved to a
new section. The old URIs are written in Redirect list so we will not
break links.

Hey All,
While I believe that it does not belong in the programming languages,
I am not sure that this is a good place for it either. First off most
new people, the kind that are likely to ask questions, will if it is
not obvious go to “programming languages” since most think that is
where it will be listed and in fact I see someone has started a new a
new HTML, XHTML, XML Frames & Forms folder under Programming :
Languages .
So it seem that we really need to come up with a more descriptive
folder name “Web” just doesn’t cut it but I am at a loss of what to
call it so that most new webmasters will know and that would allow all
to be grouped together. I was thinking “Markup Languages” or “Web
Technologies” but I am not sure even that will stop them from going
to programming and starting a new folder. Whatever we do I think we
should move the folder up one level or move “web hosting & website
promotion: down one level.
Anyway that was my 2˘
