i have a program.exe installed in C:/program Files. how i can launch it using javascript link/button

Well, the simple answer is that you cannot, however, I am informed by
someone who is usually reliable that there is a way to do it in Java,
but I dont think you can in Javascript. This begs the question, why
bother?
