when i try, on my laptop, to veiw web pages, FORBIDDEN appears, and access control list. can i stop?

Many of the laptops (especially with Win XP) come with firewalls pre-
installed. If that's the case, you may need to go to the firewall 
settings and make changes there. Another issue could be the security 
settings of your browser. In IE, click on Tools-Internet Options-
Security and check if the security has been put on High.
