Why does my IE Browser ask to open/save a python.py file link and my friends IE browser shows text ?

That's more of an IE question than a Python question.
It most likely has to do with your respective configuration
for files with the .py extension. It's also possible that
IE started paying attention to MIME types from webservers,
in which case it could depend on what the server was sending.
