How to Restrict the file types(*.dat,*.txt) in file open dialog box?

I don't believe that you can get that much control over what is 
essentially browser functionality with Javascript. You may want to try 
something else, like a server-side generated open dialog box. However, 
I would think that this may prove impossible, given the increased need 
for user confidence in the security of programs and scripts they may 
find on the Web.
