I send a mail to a person. How I can keep track of when that person opens the mail?

You need to use the Disposition-Notification-To: header to handle.
For example:

  mail("someone@example.com","Subject","Message", 
       "Disposition-Notification-To: me@example.com\r\n");
?>
You can, if you wish to, use procmail to further handle the return 
recipent.
