How to add user functions to PHP

is this question is really serious ?
if it is, you can do it like function bleh() {}

I think that he meant something that the client user made in something 
like a text box and then submitted.
The answer is yes, I think: You should be able to output everything 
they typed in and submitted into an uploaded (or editted) PHP file, 
then just include jump to that page and voila.
