Is there anyway I can specifiy in which frame to open a specific file using header(fileme),includ(f)

Yes and no. There is a directive to select the target (and I think it 
might be 'Target: ') BUT, last time I looked IE does not support it 
(and so even if it has been added it won't work for many people) and 
so it isn't really all that useful. If you're still keen then I have 
documentation on this directive on the FireFox site.
