"safe_mode On" -- What exactly does it *DO* ? Is it only relevent when used in with safe_mode_exec_dir, or is it more like suExec?

Please refer to the PHP Manual page that details exactly what this
feature does. Please note that Safe Mode is not *actually SAFE*, it is
merely there for certain damage limitation purposes.
