Is it possible to use PHP code in the onChange feature of the html select tag? If so, how?

No (and maybe Yes). onChange is handled in the browser and so it only 
supports JavaScript (and maybe VBScript for M$ browsers). Having said 
that you may be able to acheive what you want using JavaScript and get 
some results from PHP using the XMLHttpRequest object.
