I am running oracle 8i client on a red hat 6.2 box, I tried compiling --with-oci8 option, I get an error for oci.h not found. any suggestions ?

Two suggestions
1. Make sure that you have either your $ORACLE_HOME environment variable
set or that you include the full path to you Oracle installation in your
--with-oracle option.
Here's what I mean:
On my system I have Oracle installed in:
/usr/local/oracle/8i/u01/app/oracle/product/8.1.6
so in my ~/.bash_profile file I have:
$ORACLE_HOME=/usr/local/oracle/8i/u01/app/oracle/product/8.1.6
2. The above my not be your problem. The files that php is looking for
are in $ORACLE_HOME/rdbms/demo/. If you don't have these files then you
will probably have to re-install Oracle to get them. You have to do a
full install to get these files with 8.1.5. If you have 8.1.6 you can
get away with just installing the client (with the "Programmer"
installation type)
