Why isn't MSMQT installed by default?

When the MSMQT service runs it listens on two ports (TCP port 1801 and
UDP port 3527). These ports are always open, regardless of whether the
application uses MSMQT or not. Having ports open that you do not need
poses a security threat, and as a consequence Microsoft decided to not
install MSMQT by default.
Secure by Default is one of the foundations of Microsoft's Trustworthy
Computing strategy.
