How to apply background colors to portions of text in a textarea?

Not Possible (As far as I know). You can use any RTF editor instead. 
However, if the BG color is for a specific place in the textarea, You 
can use stylesheet to set a big background image so that the color you 
want is in desired location. But the color will not scroll.
