How can I delete Folders that give me the message "Access is Denied" ?

This one's easy. You cannot. Unless you gain access to perform the 
operation. Usually its because of some application using that 
folder/file. Or you have not been given delete rights for those folders 
by the administrator. The solution will vary on what OS you are using 
along with the network environment if any.
