How can I connect to oracle 7 with an externally identified (windows nt) user

I'm  not sure about how it is done in Oracle 7 but in 8i and 9i it is 
done by creating a user as follows:
create user OPS$username identified externally
default tablespace tablespace_name
temporary tablespace temp;
The "username" MUST match that used on the host name. Just prefix it 
with OPS$. To connect make sure you are connected to the DOS promptand 
type:
sqlplus / at the prompt
Make sure you grant the username create session privs.
