How can I access a websites parent directory?

If you mean seeing a listing of the files of the website directory then 
if the webmaster did not allow this, then you won't be able to do it.
If you mean you want to access the directory up one level from the 
website then I am afraid you won't be able to do it (unless of course 
you have access on the server).
