If I have actions in a center frame, how do I refresh a different frame (not the whole page)?

Use Javascript for that. I do believe that you can do something like:
<script>
window.framename.document.go(0);
</script>
Of course that just plain refreshes it, so you'll have to put some stuff
around it to make it do other things, i.e. refresh at a certain interval
or when a button is pressed.
