php.ini file not found in c:\php

(1) Under XP, I have tried everything and no no avail.  You really need
to move php.ini to the C:\windows directory.
(2) If you are using ISAPI (on XP) the server loads php.ini only once. 
You must REBOOT your computer after every edit to php.ini.  Otherwise
the changes are not seen by the server.
