All the various PHP mailing lists can be managed here:

The archives of these lists are valuable and several sources archive
them.  Google archives all the archives or consider using MARC:

If you're interested in getting emailed new questions/answers and
modifications to php.faqts.com then go here:
  http://www.faqts.com/knowledge_base/index.phtml/fid/51
And click on "Add Folder Alert".
