why is internet explorer taking half an hour to load a page, and in some cases not loading at all?

This is a very broad question to answer without knowing more details.
This could be related to your ISP, the server that the website is
hosted on, or anything in between. If you find this only happens with
a certain site it's most likely a problem with their server, where if
you find it happens with any site you try to visit, it could be your
computer or your internet connection.
I have seen some spyware/adaware infested computers which would cause
Internet Explorer to hang, crash, and generally work poorly so this
may be something you'd want to check out. I would suggest using
software such as Adaware or Spybot Search & Destroy to scan your
computer.
This could also be hardware related, if you connect to the internet
through a router, it wouldn't hurt to check for firmware updates, as
sometimes outdated firmware seems to heavily affect the speed of your
http browsing.
Another thing to help you narrow down the problem would be to try a
few various speed tests http://www.speakeasy.net/speedtest/ that are
available on the internet to test your download speed for problems.
