I want to open a new popup window automatically if web page is displayed without using javascript ?

Hemant,
     Without JavaScript and without user interaction there is no way 
to do anything -- unless you want to write your own control or applet 
and have it loaded in your web page.  Perhaps Flash can do that, too.  
Flash is just another control.  Of course, the user has to have Flash 
installed.   ;-)
