If javascript is disabled, is there any way to open a new popup window when a page is loaded ?

Wanna avoid Java Script? Sure! Go ahead with the Anchor tag.
Something like <a href="page.html" target="_blank">Page Name</a>
You can assign the above code to the 'onLoad' event. The target option 
is set to "_Blank". This means the page would open in a new window.
Other options that can be set to target are:
1._parent - the target URL will open in the parent frameset
2._self - the target URL will open in the same frame as it was clicked
3._top - the target URL will open in the full body of the window
